Fiscal Analysis

The Commission's reports (on financial control) are sent to the Court of Auditors.

This is the issue that I raised yesterday concerning the Bureau's decision not to grant the Committee on Budgetary Control permission to draw up a report on the Court of Auditor's report on export refunds.

At the same time, there must be a clear and unambiguous distinction between administration of the budget and the upholding of the principle of collegiality on the one hand and external control of the budget on the other.

We have seen international organizations and this is on the second matter which constantly pride themselves on promoting internationalism, complaining when we remind them of it.

For the Community's budget I feel this must mean concentration on such priority areas as the single market, the environment, transport infrastructure, development cooperation, German unification and Eastern Europe.

The EMU fiscal policy framework

At EU level, public oversight has so far been dealt with only in the Commission Recommendation on Quality Assurance.

I have to point out in this connection that the Commission has taken the decision to carry on ECS financial activities until 2002, which means that commitments will run beyond that date, without the budgetary authority having had the opportunity to discuss the merits of this decision.

Parliament knows that the Commission, in collaboration, moreover, with the committee chaired by Mr Barzanti, has been in consultation with professionals, as confirmed in a communication.
