According to the principle of the free movement of maritime transport services within the Community, we should like to stress that the liberalization of transport cannot be effected contrary to certain important national interests or special needs of the Member States.

Regarding air and maritime transport, we have not, alas, got so far, though the Commission has repeatedly included elements in its proposals that tend in the direction of cabotage, for example in the air transport package for the second phase.

This is why Article 4 of the proposal makes no provision regarding maritime transport and it is also the very simple reason why I cannot agree to Amendment 4.

There are no technical or other reasons, other than a conservative and protection ist attitude which, furthermore, is to some extent responsible for the relative backwardness of this means of transport that can be used as an argument against treating it, in the context of the internal market, in the same way as transport sectors we regard as strategic air transport and maritime transport.

At European level, agreements on the reduction of working time (agriculture July 1997) and on the organisation of working time (maritime transport September 1998, railways September 1998) have been signed.
