Yet this unified approach was undermined by the post World War II logic of geopolitical blocs competing over ideas, power, and influence. Human rights were also affected by such Cold War bipolarity. Countries with planned economies argued that the need for survival superseded the aspiration to freedom, so that access to basic necessities included in the basket of economic, social, and cultural rights should take priority in policy and practice.

(DE) Mr President, in 1975 after the signature of the Final Act of Helsinki we had a political document which on the one hand drew a totally fresh picture of relations between the blocs in Europe, and on the other hand was not binding in international law in view of that there were many sceptics who said the document was not even worth the paper it was printed on.

With the conclusion of the CFE I in Vienna, prior to the Paris conference, prior to a further negotiating phase, there is now open talk about launching a CFE II at Helsinki 1992 which will lead to further négociations on disarmament extending to all 34 European coun tries, and therefore no longer be based on disarmament negotiations between the two military blocs but also cover the neutral and non aligned countries.
