We would be less and less neutral in a bloody confrontation, when our stated neutrality has already been thrown out of balance by the increased pace of our supply of arms to the Rwandan authorities.

The European IT industry is facing severe problems and these will not be solved by a closed door policy.

I am also of the opinion that Parliament must be involved in this process, not least through the setting up of joint parliamentary committees, and must also make a recommendation that the measures that will be taken by the Commission shall not concern a number of aid sectors, as was requested by many honourable Members who asked questions.

But I also wish to explain my vote sensu contrario, since, in the interests of consensus, I dit not vote for some amendments which seemed to me reasonable and without which it is not possible to speak, as some of the rapporteurs have done, of 'recognition of the official status of Catalan' without seeming to lapse into misuse of words or even humorous sarcasm.

At the beginning of July we tabled a motion, defeated at the last minute by the efforts of the chairman of the Socialist Group, in which we sought a ban on arms exports and, above all, conversion of the defence industry, on which too many people in our countries depend, to other forms of production.

Concerning the specific compromise text, I would like to mention two basic points in Article 11 satisfaction is expressed for 'the desire of President Bush and Secretary General Gorbachev to unite in seeking a peaceful solution of the crisis, and for their intention to consider, in accordance with the United Nations Charter, the adoption of additional measures unless those already decided upon yield satisfactory results'.
