On some have compassion, making a distinction,

And of some have compassion, making a difference

Then when He delivereth them on the land, only some of them keep to the middle course.

But when He brings them safe to land, there are among them those that stop in the middle, between (Belief and disbelief).

But when He has delivered them to dry land, some of them waver.

But when He delivers them safely to the land, some of them become lukewarm.

But when He bringeth them safe to land, some of them compromise.

But when He delivers them towards land, only some of them remain unswerving.

But when He delivers them to the land, there are some of them who are moderate in faith .

But when He has delivered them safely to land, there are among them those that halt between (right and wrong).

By and large, reporters don't hesitate to intrude on one's privacy.

But after He has safely brought them to the shore, there are some who vacillate between doubt and belief, but no one rejects Our signs except those who are perverse and disbelieve.

Only those ask for such an exemption from you who do not believe in Allah and the Last Day, and whose hearts are in doubt so they waver in their doubts.

They only ask leave of thee who believe not in God and the Last Day, those whose hearts are filled with doubt, so that in their doubt they go this way and that.

It is only those who believe not in Allah and the Last Day and whose hearts doubt who ask thy leave, so in their doubt they are tossed to and fro.

It is only those who believe not in Allah and the Last Day and whose hearts are in doubt that ask your leave (to be exempted from Jihad). So in their doubts they waver.

Only those who do not believe in God and the Last Day ask you for exemption. Their hearts are full of doubts, so they waver in their doubts.

It is only those who do not believe in Allah and the Last Day, and whose hearts are filled with doubt that seek exemption from striving (in the cause of Allah). They keep tossing to and fro in their doubt.

Only those seek a leave of exemption from you who do not believe in Allah and the Last Day, and whose hearts are in doubt, so they waver in their doubt.

Only those who ask your permission do not believe in Allah and the Last Day and whose hearts are filled with doubt. And in their doubt, they waiver.

Only those would ask permission of you who do not believe in Allah and the Last Day and whose hearts have doubted, and they, in their doubt, are hesitating.

Only those who do not believe in God and the Day of Judgment ask you such questions because their hearts are full of doubts and they cannot make any final decisions.

They only ask leave of you who do not believe in Allah and the latter day and their hearts are in doubt, so in their doubt do they waver.

only those seek exemption who do not truly believe in God and the Last Day, and whose hearts have become a prey to doubt. Because they doubt, they waver.

Only those ask thee for exemption who believe not in Allah and the Last Day, and whose hearts are in doubt, so that they are tossed in their doubts to and fro.

And if a wave comes upon them like mountains, they pray to Allah believing purely in Him then when He brings them safely to land, some of them remain upon justice and none will deny Our signs except an extremely unfaithful, ungrateful person.

And when the waves cover them like shadows they call upon God, making their religion sincerely His but when He has delivered them to the land, some of them are lukewarm.

When the waves, like shadows, envelop them, they call to Allah making their religion sincerely His, but no sooner does He bring them safely to land then some of them are halfhearted.

When the waves cover them like shadows, they pray to God with sincerity in their religion, but when We bring them safely to land, only some of them follow the right path.

And when a wave like mountains covers them they call upon Allah, being sincere to Him in obedience, but when He brings them safe to the land, some of them follow the middle course and none denies Our signs but every perfidious, ungrateful one.

When the waves engulf them like shadows of death , they call to God, sincere at that moment in their faith in Him alone but as soon as He has brought them safe ashore, only some of them take the right course.

Those countries which are currently somewhat hesitant to become involved in this process should perhaps be given an offer that will encourage them to do so, but in any event they have a very great interest in the process in the longer term.
