These are extremely important objectives which in our view warrant greater commitment to full and effective budgetary implementation.

I want to talk specifically about the array that you see on the top.

So I am very curious to hear the Commission's reply and the Council's reply in this debate.

I would also like to combine my congratulations on the work done so far with the expectation that, before the year is out, the House will have approved a budget for 1991 that enables the Community institutions to pursue the Community policies successfully, to meet the new challenges in and outside the Community and to press ahead with the economic and political integration of Europe.

The provisional measures were voted for at a time when more rapid measures had taken than in the traditional procedure because of the feeling, which we all shared, that we must not impede a process that is of great value and of historical and political importance.

You cannot now go back to an explanation of vote made last night.

I would like to make four points and perhaps the Commission could comment on these points.
