The multiannual financial framework

A European law of the Council shall lay down the multiannual financial framework.

In the case of category 2 of the structural policy the appropriations entered by the Commission, which are fully in line with the programme for the doubling of the funds, have been approved by the Council.

Where no European law of the Council determining a new financial framework has been adopted by the end of the previous financial framework, the ceilings and other provisions corresponding to the last year of that framework shall be extended until such time as that law is adopted.5.

The multiannual financial framework shall be established for a period of at least five years in accordance with Article I 55.2.

The Eurosystem is currently collecting data in order to analyse the importance of correspondent banking arrangements within the financial system .

The multiannual financial framework shall ensure that Union expenditure develops in an orderly manner and within the limits of its own resources.

Article III 402(4) of the Constitution provides that where no European law of the Council establishing a new financial framework has been adopted by the end of the previous financial framework, the ceilings and other provisions corresponding to the last year of that framework shall be extended until such time as that law is adopted.

Such European framework laws shall avoid imposing administrative, financial and legal constraints in a way which would hold back the creation and development of small and medium sized undertakings.
