In any case it is clear that on the basis of the suggestions and guidelines put forward by the various speakers, we must examine the structural aspects of the budget in more detail with a view to reaching decisions under which that same procedure can, as Commissioner Schmidhuber pointed out a moment ago, he speeded up and simplified.
