The Statute refers to the Statute of the ESCB and of the ECB .

as well as various other Regulations relating to the common agricultural policy

Where are the regulations?

Although regulations adopted under Article 34.1 of the Statute do not confer any rights or impose any obligations on non participating Member States , Article 5 of the Statute applies to all Member States , whether or not they have adopted the euro .

Purpose of the proposed regulations

New regulations are constantly being introduced.

(a) Respect the laws and regulations of the visited State

Although regulations adopted under Article 34.1 of the ESCB Statute do not confer any rights or impose any obligations on non participating Member States , Article 5 of the ESCB Statute applies to all Member States , irrespective of whether they have adopted the euro .

The ECB welcomes the proposed regulations .

The proposed Regulation is amending existing Regulations .

Such regulations shall be designed in particular

Adaptations to the rules of the Committees established by the original Treaties and to their rules of procedure , necessitated by the accession , shall be made as soon as possible after accession .

These minimum standards are not intended to exclude or prejudice the operation of any other more stringent provisions laid down in the ECB 's and NCBs internal rules that apply to employees as well as to the decision making bodies , and these minimum standards shall also be without prejudice to the operation of Article 38.1 of the Statute of the European System of Central Banks and of the European Central Bank .

While it is recognised that regulations adopted by the ECB under Article 34.1 of the Statute do not confer any rights or impose any obligations on non participating Member States , Article 5 of the Statute applies to both participating and non participating Member States .

As well as tabling amendments covering these points, the Committee on the Environment, Public Health and Consumer Protection is also making more farreaching proposals whose implementation is urgently called for.

European System of Central Banks and of the European Central Bank ( the ESCB Statute ) , to make regulations to the extent necessary to implement the ESCB 's tasks as defined in the ESCB Statute and in some cases as laid down in the provisions adopted by the Council pursuant to Article 107 ( 6 ) of the Treaty .

The external auditors audit the annual accounts of the ECB ( Article 27.1 of the Statute of the ESCB ) .
