And then what they were promised comes upon them,

Yet there comes to them at length the (Punishment) which they were promised!

And it was a promise (completely) fulfilled.

It was a promise fulfilled.

This was a promise that was bound to be fulfilled.

So the warning was fulfilled,

That almost sounds like a threat.

As a result, the Americans take the threat very seriously.
