All the measures this Parliament can take for energy conservation, energy saving, the use of renewable sources of energy, the use of domestic resources (and here I am thinking of what Mrs Garcia Arias said) have the Commission's direct agreement.

LATAILLADE (RDE), chairman of the Subcommittee on Fisheries. (FR) Mr President, the oral question tabled on behalf of the Subcommittee on Fisheries is, in fact, the result of haggling over the application of urgent procedure to the report drawn up by Mr Arias Cañete.

EWING (ARC). Mr President, I would congratulate Mr Arias Cañete on his report and Mr Lataillade on his oral question and would thank Commissioner Marin for meeting some of us from the UK fisheries sector today to discuss the crisis we face.

As Mr Arias Cañete pointed out and I must thank him for all this hard work and dedication in guiding this matter through Parliament, bearing in mind that it was dealt with by urgent procedure it was necessary to adapt the existing provisions of Regulation 4028, giving priority to measures concerning exploratory fishing, the adjustment of capacities, temporary joint ventures and the promotion of fishery products.

We can envisage a fresh state of equilibrium, possibly with higher energy prices and in that case a large part of Mrs Garcia Arias's misgivings will naturally be satisfied it is possible that that will happen, even because this crisis, which is naturally instructive for us, is getting us used to living, I would say surviving, with high energy prices.

Thirdly, as a result of the inherent inconsistency of this Commission proposal and, therefore, its limitations, the Energy Committee has put forward a proposal of its own which Mrs Garcia Arias also referred to for an annual review and report on the results of this programme, which we would wish to follow par ticularly closely because we think that the resources allocated are totally inconsistent with the ambitious objectives set out in it.
